How can I change the display order of fields in a form?

You can only change the display order in custom tabs, not in the built-in tabs. Go to Tools/Customize Layouts, add a new custom Fields tab and add/change the order of the fields as necessary. You can hide the built-in tabs when you are done, effectively replacing them.
