Can I add an action button in a dashboard?

Yes. When editing a dashboard, click on the Add button and select either Button or Image. Then click on the Edit button above the Button/Image and configure the Launch Item. This allows you to launch things like item templates, queries, dashboards, etc from a button or your own custom image.
