The meaning of 'Owner'

What does 'Owner' mean? As in 'Set owner' in permissions?

The Owner field exists in every record and is used to determine security permissions per record. E.g. if, according to the current permissions, a user can only see his own Workgroup's records, then he will only be able to see the records which have an owner belonging to his Workgroup.
