One of the users began to receive the attached error when pushing the button call to explorer to launch the url noted. Now it happens every time he clicks on that button, for other records as well. Other users have not had this issue. Any ideas what the problem might be? Perhaps an internet issue?

My guess is that his default web browser is busy/stuck/misbehaving and not responding to the request to open the URL, hence it is also freezing Clay that is currently requesting it to open it.
