Can workgroups have hirarchies?
Depends on what purpose you have for the hierarchies.
For example, Workgroups by themselves can't be linked in a hierarchy, but Users can be associated with multiple Workgroups according to the groups that they manage, effectively giving you the hierarchical permissions you need. For example, you can have a Sales group, a Marketing group, and an Executive group, and the CEO can then be associated with all three groups while the Sales Manager is only associated with the Sales group.
You can also display this hierarchy using the Chart component by adding several nested levels: Users->AssociatedWorkgroups->Users->etc.
