I'm sorry but I can't help you given these clues as it works fine for me. I reproduced the environment you gave me (Outlook 2003 with Windows in English) and sent e-mail using the send-mail feature with Hebrew both in the subject line and the body and both came out OK in Outlook. Perhaps it is your e-mail server or some kind of scanning software?
